Madhesi parties drop 'One Madhes one pradesh'

KATHMANDU, Aug 26: Giving up their stance of ´One Madhes, One Province´, Madhes-based parties have now floated a proposal of two provinces in theTarai-Madhes. They have vowed that a single Madhes province would not be able to address the aspirations of the diverse communities living in the Tarai-Madhes.

Leaders from almost all the Madhes-based parties have the similar view that the demand for ´one Madhes one province´ was not sustainable as it was a sentimental concept proposed at the time of the Madhes uprising of 2007 without holding much debate.

“It could not get established as a realistic and pragmatic political demand,” Secretary of Madhesi People´s Right Forum-Democratic (MPRF-D) Chandeshwar Sharma Khatbe told Republica.

Khatbe further said that the demand for ´one Madhes one province´ was futile as it was neither practical nor scientific. “We have proposed two provinces for Madhes in our election manifesto for the forthcoming Constituent Assembly (CA) election,” he added

He also disclosed that they were all set to create a ´Tharuhat State´, including the western region and a ´Madhes State´ for the eastern districts. He further said they have proposed a total of 10 provinces, bearing the new federal structure in mind.

Khatbe claimed that none of the Madhesi parties would advocate one Madhes one province with the November poll in mind.

Co-chairman of Rajendra Mahato-led Sadbhvana Party (SP) Laxman Lal Karn said that their three-day CC meeting that concluded in Janakpur on Monday endorsed a proposal for two provinces in the Tarai-Madhes. “We have proposed in our election manifesto an ´Eastern Madhes´, comprising the eastern Tarai districts and a ´Tharuhat Pradesh´ comprising the western districts,” added Lal.

Mahanth Thakur-led Tarai Madhes Democratic Party (TMDP) Central Committee (CC) member Ganesh Nepali has said that the ´One Madhes province´ demand was not acceptable to the Tharu communities of the Tarai. “The formation of two provinces in the Tarai would pave the way for taking the Tharu communities into confidence,” said Nepali, maintaining that one Madhes province could not address the aspirations of the different communities living in the Tarai.

He further added that two provinces in the Tarai-Madhes would be sound and safe as it would accommodate and address the demands of all ethnic communities living in the plains.

“However, MPRF-N is yet to decide on the contents of the election manifesto,” said Arjun Thapa, CC member of Upendra Yadav-led MPRF-N. He added that whether or not to take up the one Madhes one province demand as an election agenda would be decided by their four-day CC meeting to be held from Friday.
However, “We have not given up the agenda of one Madhes,” said Amresh Narayan Jha, a leader of the party.

Political analysts have said that the one Madhes demand was not practical for addressing the diverse society of Tarai-Madhes. They ruled out the possibility of forming one Madhes province through the new CA, asserting that the demand was neither practical nor scientific.

Political analyst Chandrakishore said that the Madhes-based parties have put paid to the one Madhes demand. “They will formally advocate two provinces in the Tarai through their election manifesto for the forthcoming CA poll,” he said. He further added that the Madhesi parties have given up the demand for one Madhes to show their practical bent.

“They gave up their stance on one Madhes province, fearing that the anti-federalists would become stronger because of their stance,” he maintained. He further insisted that the Madhesi parties have ditched the one Madhes idea to institutionalize federalism.
