Regmi Reiterates Commitment for Election

20 Sept-Kathmandu: Chairman of the Interim Election Council of Ministers, Khil Raj Regmi, has once again urged all the political parties to participate in the election to the second Constituent Assembly (CA).Addressing a programme organised here today on the occasion of the International Peace Day, Chairman Regmi, said that CA election was necessary for the institutional development of the ongoing peace process of the country.



He said there was no alternative to CA election fixed for November 19 and added that he once again urges all political parties for their participation in it to make it a success.



Stating that there was no alternative to consensus and co-work for the institutional development of the ongoing peace process, the IEC Chairman said that political solution would be found out from consensus and co-work.



Regmi said that the peace process of the country was an example for the international community, army integration process was completed and maintenance works of physical infrastructures destroyed in the previous conflict have been forwarded in an expedited manner, and added that the government was committed to maintaining peace as it was a basis of development.



At the programme organised by the Ministry of Peace and Reconstruction, Chairman Regmi honoured Nayab Subba Sitaram Dahal with the title of ‘Best Employee’ for his best performance.



Similarly, Regmi also honoured and awarded Local Peace Committee based in Kathmandu, Ilam, Dhankuta, Udaypur, Kaski, Palpa, Rolpa, Surkhet and Kailali districts.



On the occasion, Minister for Peace and Reconstruction, Ram Kumar Shrestha, said bill for the formation of Truth and Reconciliation Commission and bills on the forced disappearance approved by President Dr. Ram Baran Yadav are now under consideration at the Supreme Court.

Minister Shrestha said that further programs would be brought for the rehabilitation and relief of the conflict victims.



The Ministry of Peace and Reconstruction was established in April 1, 2007 to carry out works of peace and reconstruction after the Comprehensive Peace Agreement on November 21, 2006.



A total of Rs. 7.61 billion has been spent so far for the reconstruction of infrastructures destroyed during the conflict period.



The Ministry had also organised a morning rally to mark the Day.

Locals Seized 16 Vehicals Carrying Poultry Product from Thankot

2- Sept-Kirtipur: The Western Belt Poultry Farmers Struggle Committee, Kathmandu, today brought 16 vehicles carrying poultry related products under control from Thankot Check Post.

The Committee seized four vehicles carrying chickens, 10 vehicles carrying eggs and two carrying poultry feed at a time when bird flu has not come under control completely in Kathmandu valley.

Coordinator of the Committee, Ganesh Kunwar, blamed that government has played with human health by allowing to transport poultry related products at risk area before the control of bird flu.

Film Actress Rekha Thapa to be canditate from Parsa Constituency no.1 of the Ucpn(Maoist)

20 Sept, Birgunj:  A famous Nepali film actress, Rekha Thapa, would file her candidacy from Parsa district for the election to the second Constituent Assembly (CA).

Thapa is going to be candidate from Parsa Constituency No. 1 from the UCPN (Maoist) for the upcoming CA election.

Coordinator of the Revolutionary Journalists’ Association, Bhojpura State Committee, Govinda Devkota, said that the meeting of the Madhes Bureau and Bhojpura State Committee concluded on Thursday night decided to make Thapa as a candidate from the Constituency No. 1.

Similarly, Managing Director of the National Medical College, Basaruddin Ansari, is going to be a candidate from the Parsa Constituency No. 2, for the upcoming CA election, according to UCPN (Maoist) sources.

Storms leave 97 dead, 58 missing in Mexico

MEXICO CITY, Sept. 19 (Xinhua) — The death toll from two devastating storms climbed to 97 in Mexico and at least 58 people were still missing after a landslide smashed a village in the south of the country, officials said Thursday.

“At this time (are) 97 deaths from these two natural phenomena, ” Luis Felipe Puente, National Coordinator of Civil Protection, told a TV broadcaster.

There were also 58 people missing after a massive landslide smashed a small village in the country’s southern mountains, he said.

Local authorities were taking efforts to determine whether the missing were still alive, although Guerrero State Govenor Angel Aguirre said “it’s very likely these 58 missing people lost their lives.”

So far, 344 people have been rescued from the village of La Pintada with federal helicopters, some of whom injured and one in serious condition, said Mexican Interior Minister Miguel Angel Osorio Chong, adding that another 46 will be flown out of the area on Thursday.

Heavy rains pouring over the village could trigger more landslides and increase the risk for rescue workers to evacuate the last residents from the village, the minister said.

Storm Manuel, with maximum sustained winds of 120 km per hour entered the Sinaloa state, the northwestern coast of the country, National Weather Service said.

Sinaloa state civil protection authorities said some areas were flooding and that more than 200 people were evacuated from small fishing villages on the coast.

The disaster, which was the first time since 1958 that two storms hit the country’s opposite coasts within 24 hours, triggered some of the country’s worst flood and landslides. It stranded about 40,000 tourists in Acapulco resorts and forced nearly 50,000 people nationwide to evacuate from their homes.

Actress Anu Shah debuting as a singer

NHRC to stop use of children in polls activities

KATHMANDU, SEPTEMBER 20, 2013 - The National Human Rights Commission (NHRC) and United Nations Children's Fund (UNICEF) are to be strict not to allow the use of children in election publicity of political parties in course of upcoming election to the Constitution Assembly (CA).

Acting Secretary of NHRC, Bed Prasad Bhattarai, told that they will not allow the use of children this time as children were used even by hampering their studies in previous election.

Bhattarai said that they have already suggested the political parties not to use children in any activities related to election like rallies, meetings and publicity, among others, and added that monitoring would be carried out strictly for its implementation.

Stating that Nepal had agreed and ratified the International Child Rights Convention-1989 and the government has also approved the Convention, UNICEF Nepal representative Hanaa Singer, has expressed concern that the use of children below 18 years is not allowed in political activities.

Human Rights Protection Officer, Yam Bahadur Dura, said that they have urged the political parties not to use children in election and added that not only the Child Rights Convention, but 'Child Rights Act—2049 BS' and 'Child Rights Regulations-2051 BS' of Nepal have also prohibited the use of children.

Stating that schools have been already declared as 'Zone of Peace', the NHRC and UNICEF urged the political parties not to organise political programmes in school areas.

Bhattarai said that they drew the attention this time with an objective of stopping misuse of children and for running the teaching -learning activities peacefully.

'Implementation of election code of conduct satisfactory'

Sept.20 - The Election Commission (EC) has said that all political parties and stakeholders have abided by the election code of conducts.

The EC has said that no case of violation of election code of conducts has been noticed so far.

Election Commissioner Dr Ayodhi Prasad Yadav on Thursday said that political parties and possible candidates too have not violated the code of conducts for the Constituent Assembly election scheduled for November 19.

He also added that the implementation of code of conducts was satisfactory this time compared to the erstwhile CA election.

Dr Yadav said that monitoring of the violation of the election code of conducts were on from the central to district levels and the election offices established in all 240 constituencies nationwide.

Commissioner Dr Yadav also said that discussions were underway whether to arrange an officer to monitor the implementation of the election code of conduct in the offices of the Election Officers.

Likewise, the EC said that its serious attention was drawn to the remark made by German Ambassador to Nepal Frank Meykey at a programme in Bhagawatipur of Tanahun district on September 17.

Commissioner Dr Yadav said that the EC was investigating and holding discussions about the statement given by the German Ambassador.

According to media reports, the German Ambassador urged the voters not to cast votes to the political parties that enforce frequent general strikes. (Nepalnews)

Govt renews call to poll-opposing parties to join election process

Sept.20 - The government has renewed its call to the poll-opposing 33-party alliance led by CPN-Maoist to participate in the second Constituent Assembly election scheduled for November 19.

A cabinet meeting Friday urged the poll-opposing alliance to join the ongoing election process after concluding that elections were necessary to end the protracted political transition in the country and strengthen as well as institutionalize democracy.

The meeting also conveyed to the 33-party alliance the government’s commitment to bring the poll-opposing parties on board the election process at any cost.

However, the 33-party alliance of poll opposing parties say they won’t partake in the upcoming election until their demands of poll deferral and resignation of Interim Election Council chairman Khil Raj Regmi from the post of Chief Justice were met. (Nepalnews)

President Yadav calls all party meeting for Friday

President Ram Baran Yadav has called an all party meeting for Friday afternoon mainly to discuss ways to ensure the participation of disgruntled groups, including CPN-Maoist led by Mohan Baidya.

According to sources, President Yadav reached to this decision after several requests were made by the Baidya Maoists to call such a meeting.

"The Baidya Maoists' talks with the four major parties and the government have virtually failed. Upendra Yadav and Ashok Rai have left the alliance of 33 smaller parties deciding to get on board the election process. In such a situation, pressure is piling on CPN-Maoist to remain in the election process," said a presidential source.

The meeting is expected to discuss contemporary politics, election, demands of the CPN-Maoist and ways of involving them in the election process.

The CPN-Maoist has been mainly putting forth demands to postpone the November 19 elections and terminate the interim election government and begin a new process of national consensus.

The four major parties, however, have been maintaining that they are highly flexible, but cannot meet these two difficult and impractical demands.

In a bid to press for their demands, the CPN-Maoist Thrusday organized a day long closure (bandh) in Kathmandu valley and east Nepal. They have announced series of other protest programs including picketing the government's key administrative offices and organizing mass meeting, among others.

"Our protests will continue until our demands are fulfilled," said Pampha Bhusal, the party's spokesperson, adding, "We are ready for talks. But they have to be meaningful." Nepalnews.com

Ancient Kingdom With Mysterious Caves Discovered In Mustang

There’s no questioning that our country Nepal is full of wonders, natural or historical. And recently there’s been another discovery that only adds more evidence to the statement. An ancient kingdom with thousands of caves were found in the former kingdom of Mustang. Hidden within the Himalayas, 155ft from the ground, these human-build caves are said to be one of the World’s greatest archaeological mysteries. Thousands of holes are carved into the fragile, sandy-coloured cliff in a gorge so large it dwarfs the Grand Canyon. The astonishing number of caves, some dug into the cliffside, others tunnelled from above are thousands of years old but who built them and why remains a mystery. Adventure photographer, Cory Richards joined climber Pete Athans, archaeologist Mark Aldenderfer and a team of explorers to unearth the hidden relics of the ancient and remote caves.
